Fluka does have an high cross section for p-B11 at sub-MeV energy.
However, sub-MeV protons have a very small probability to interact, first
of all because they have a very short range (few microns), and because the
resonance is narrow, they will "stay" at the good energy for an
infinitesimal path length. Higher energy protons travel more, they
integrate the interaction probability ove the range..and finally they go
through the sub-MeV resonance. Unless you have a very thin target.
