For W-182 you can use the following cards:
MATERIAL 74.0 19.25 182.W-182
LOW-MAT W-182 74.0 -2.0 296.0 TUNGSTEN
LOW-PWXS 741820.0 296.0 W-182 W-182 endfb8r0
your use of LOW-PWXS is correctly calling the entry in the pwxs directory.
However, you still need the LOW-MAT for TUNGSTEN since, for some elements, FLUKA switches to the groupwise treatment in the thermal region if bound materials are asked for (e.g. H in water).
This is something that needs to be explained in the manual, thank you for bringing it up.
Regarding flair not recognizing the LOW-PWXS cards, I suppose that will be solved in the next flair update.

how can I describe material which has only 1 isotope (182W) ?
I write an example, but it is evidently incorrect
could you please give me the correct example:
the goal : describe W-foil , 100 mkm,
to see W resonances
how can I put here the name from pwxs/ directory ?
(FLAIR ignore LOW_PWXS card and does not give the list of isotopes...)
