Dear Masoomeh, as Anna pointer out you might miss some dependency.

In order to build flair and geoviewer you need the following package on a
SLC5/RH5/CentOS5: make, python-devel, tk-devel, tcl-devel, gcc, gcc-c++,
tkinter

Which you can comfortably install trough yum

> *yum install make python-devel tk-devel tcl-devel gcc gcc-c++ tkinter*

Expecially tk-devel, tcl-devel and tkinter are not typically installed by
default.
In case you don't have the correct right on your machine please contact you
favorite sysadmin
