1) Can FLUKA calculate the integrated neutron yields, neutron energy spectra and angular distributions for deutron beam energies lower than 10MeV hit thick tritium target ?

For the time being FLUKA does not handle the interaction of deuteron at low energy (which hopefully will be the case in a future release).

2) The same question about the incident proton beam energies lower than 4MeV hit Li target ?

You problem is at the boundary of the FLUKA capabilities. Before considering the FLUKA results as reliable for a complex application, I would suggest to cross check on a simple case with existing experimental data.

If not, could you give me some suggestions on which code could do this kinds of calculation ?
Any help will be appreciated and thanks in advancde !

I am not an expert but maybe MCNP(X) could be able to treat those two cases.
